Provides referrals to parents for quality, affordable childcare and youth and teen programs for children ages 6 weeks - 18:
- Central enrollment office for the Child Development Centers (CDCs), School Age Care (SAC) programs and Youth programs
- Childcare locator for the unique needs of families and children with special needs

Pre-School Part Day
The part day enrichment program for pre-school children coincides with the Fallbrook school year calendar (Sep–Jun). Contact Resource and Referral for additional information. Hours: 8am-noon.
Hourly/Drop-in Care
Fisher Child Development Center offers hourly care for children 6 weeks-5 years. Fisher is a drop–in center for parents who volunteer, have appointments or scheduled obligations. Reservations for Fisher are available up to one week in advance. Family Child Care is also an immediate option for hourly/drop-in care. Contact Fisher CDC for additional information.
Employment Opportunities
Family Child Care (FCC) offers employment opportunities for spouses who live aboard Camp Pendleton. Individuals can be trained and certified to become Family Childcare providers working from home. Contact the FCC office for additional information.
Child Development Centers (CDCs) are always searching for qualified individuals. MCCS offers competitive salaries, and in some cases, benefits. Excellent basic and specialized training (i.e. First Aid and CPR).

Family Child Care (FCC) offers an alternative to center-based care. FCC providers are trained, certified and monitored to provide qualified in-home childcare aboard base. Childcare hours, services, and availability to provide care for certain age groups may vary from provider to provider. Please contact Resource and Referral for a list of available providers.

Before and After School Care
Before and after school care options are available for children who attend one of the five elementary schools aboard Camp Pendleton. Options vary based on the school and the child’s current grade. Programs provided at the elementary school meet the accreditation standards of the Council of Accreditation (COA). In addition, the CDCs meet the accreditation standards for National Early Childhood Accreditation (NECPA). For all CDCs, School Age Care is offered to children who are age 12 and younger. Youth Programs at Camp Pendleton are nationally affiliated with the Boys and Girls Clubs of America and offer a variety of activities and programs for youth and teens ages 10-18 (attending high school), including:

Summer Camp
Mon-Fri: 6am-2pm. Closed holidays. Field trips to Magic Mountain, Knott’s Berry Farm, Old Town Shopping, Lake O’Neill, Bowling Center and many other fun adventures are included in the weekly fee.

Exceptional Family Member Program (EFMP) at Camp Pendleton assists active duty personnel in providing for the special needs of family members before, during and after relocation required by a change of duty assignment. The program ensures every attempt is made to bring together military careers and special needs.
Any authorized dependent family member (spouse, child, stepchild, adopted child, foster child, or dependent parent) of active duty personnel residing with the sponsor who possess a physical, medical, or emotional disability for a period of six months or more is eligible for enrollment.
It is mandatory, per MCO P1754.4B, that family members with special needs enroll in the EFMP. This assists Headquarters Marine Corps with assigning active duty personnel to locations where the special needs of family members can best be met.
Eligibility
Any active duty family member enrolled in the Defense Enrollment Eligibility Reporting System (DEERS) with a physical, emotional, developmental or learning disability and requiring special services is eligible.
EFMP Support Groups
Coffee Talk: designed for parents who have children with special needs and open to all EFMP families regardless of diagnosis. Parents of enrolled children are welcome, as well. The meetings are casual and confidential offering parents the opportunity to chat with others going through similar circumstances. Two meetings per month.
First Tuesday of each month: 9am-10am, San Onofre IGO Coffee
Last Monday of each month: 9:30am-10:30am, Mainside Coffee Bean & Tea Leaf
Guy Talk: a workshop designed for active duty male personnel who have a dependent enrolled in the EFMP. A casual and confidential place where men can discuss the dual demands having both a military career/deployments and having a special needs family member. Group meetings are scheduled upon request by individual units/commands.

Families OverComing Under Stress (FOCUS)
FOCUS at Camp Pendleton provides family resiliency training for active duty personnel and family members and teaches specific skills related to family and couple communication, emotional regulation, problem solving and goal setting to promote strong military families. Consultations, educational workshops and skill building groups are available.
FOCUS training is free of charge and offers multiple locations with accommodating hours. Identity and participation information is kept confidential according to the Health Insurance Portability and Accountability Act (HIPAA) standards and will not be disclosed to other military families or command. If the safety of a participant becomes a concern, FOCUS staff is required to comply with both base policies and local/state laws.
Goals
Helping families and couples identify and build upon their existing strengths and positive coping strategies
Increasing parents and children’s understanding of how different family members might react to wartime stress
Helping active duty personnel and family members communicate and better understand how each were affected by deployment

Working with spouses to better support one another in dealing with the stressors that can arise from long separations

Assisting couples to work more effectively as a team in parenting their children before, during, and after deployment
Increasing parents skills in dealing more effectively with some of the emotional and behavioral reactions that children have when experiencing stress

School Liaison Program

School Liaison Program
The mission of the School Liaison Officer aboard Camp Pendleton is to coordinate education support services to maximize opportunities for academic success for transitioning military children/youth. The School Liaison (SL) fosters and promotes quality education for military children by working directly with the command, families, school districts, and local communities, and by providing referral services to family support agencies aboard MCB Camp Pendleton and in the local community.
Goals
- Identify best practices to foster academic success and a smooth transition of Marine school-age children for Camp Pendleton’s military families
- Promote parent and community involvement in youth education
- Develop and coordinate school and community partnership initiatives
- Provide Camp Pendleton’s parents the tools to overcome obstacles to academic success that children, encounter as a result of the military lifestyle
- Educate local school districts and communities about the needs of military school-age children and the military lifestyle
